where have I heard that name before?

The Simpsons. As soa1000 pointed out, Chester J. Lampwick was the
original inventor of Itchy & Scratchy, but (in one episode of The
Simpsons) someone else stole the copyright and became rich, while he became a tramp.

Ahh of course, The Simpsons, I knew it was something like that ;)

I think it's about time someone did a JSW game dedicated to the
Simpsons :)
