Whichever one is in the crossroads first gets priority.

Now, if it was me, I'd be casting covetous eyes on the Final Barrier
buffers in bank 7 (7:#E2FF to 7:#F4FE). That would give space for 9
extra rooms, for a total of 137. I would also want to use automated
tools for the conversion rather than drawing the rooms by hand.
