Ian, I can answer that.
It is a feature of the JSW64 game engine. In fact, I think we are talking about two features here. I am replying without really analysing it in depth, just to give you general guidance on the issue.
If you load the game into JSWED, select "Guards" and scroll to "GoldenEye", you will see that the first guardian (No. 0) is a Trigger, and guardian No. 3 is a Wall. I believe (from a quick glance, I may be wrong on the details) that the disappearing wall is triggered by collecting the last item in the room, and the effect of the Trigger (the rope increasing in length) is, in turn, triggered by the Wall disappearing. So, in reality, they happen at the same time as far as the player is concerned.
These features of the JSW64 game engine are described in section 15.1.3 of JSWED's manual.
