It isn't available publically. When he sent me a copy he said it was
an exclusive for me, which indeed it was :). Now that I've made a
second game for it I don't know whether I am allowed to pass it on,
since I have no way to contact Erix1 - he hasn't answered his emails
from me. My guess is that he wouldn't mind me mailing it to respected
authors, but it's just a guess.

Pretty titchy. It's a DOS type interface.

I worked it all out in about two hours. There are no instructions
apart from the absolute bare minimum in terms of prompts. You need to
do some adding to do bit-setting and colour setting, and every room
needs to be formatted in this program before it will look right in the
emulator. Also it's fiddly because you have to run and work with the
file in both JSWED and the Hackulator simultaneously, and you could
save one and lose your changes in the other.

So basically it slowed me down but using the extra features was so fun
I didn't care. Also remember you need to think a bit more about room
design!

least is it for JSW 48k only or can it recognise newer versions?

It only edits the Maria vs. Some Bastards file, though JSWED seems to
think it's the Softricks version :)
