I am pleased to report that John Elliott has very kindly provided an answer to the question about the faulty Hacklevel upgrade!
Apparently the problem is a bug in the JSWED upgrader. It's trying to add support for the Superjump option, but instead (re)applies the 'Writetyper supports 256 rooms' patch.
John has kindly provided a patch which I have applied manually in JSWED (with no other changes whatsoever). The fixed file can be downloaded from here. I believe it to be a clean upgrade all the way to HL9. So hopefully Prophet can now start work on the gamma release of "Dreams of Willy".
