There is no patch vector in "GoldenEye".

It uses a stationary rope that is too short for you to grasp; it throws you straight down.

Whereas the patch vector in "Emptying the Bit Bucket" allows you to jump up into Room 63 when you are to the right of Column 28, otherwise it sets the up-exit to 53 (the room itself), so that you cannot climb up out of the screen on the rope.

In JSW64MM:JB, every room's exits are set to the room itself. However, if I set the up-exit of "GoldenEye" to a room other than itself, then I can grasp the rope, but instead of taking me to the room above, it makes me reappear at the bottom of the screen, from where I can either jump up onto the bottom platform of "Golden Eye", or slide back down into the top of the room on the rope.

The reason that the rope doesn't take me to the room above is that JSW64MM:JB uses a global patch to disable room exits, so that going off the edges of the screen behaves as it does in Manic Miner.
