Variously Eastern Baltic Swedish Provinces, then North-West Russia,
eventually granted independance by Russia in 1917 as long as Finland - a
country full of trees - agrees to buy loads of timber from Russia. And
still the USSR tried to re-annex it in 1939.

random sample of males aged 18-25) there were convoluted ways of claiming
you were a concientious objector. You could then pass your service in a
non-combat position. One of the ways, so my Grandad told me, was to say
you got irrisitable urges to shoot senior officers ;) They'd either lock
you up or post you somewhere a long way from any weapons.
National Service was eventually scrapped when it becase increasingly
obvious to the Army top brass that it was better to have profession
soldiers who wanted to be in the army than conscripts who wanted to be
somewhere else.
A little-known factoid is that being in the Armed Forces is incompatible
with being a member of Parliament, as you'd be both employee and
employer[1]. This resulted in a huge number of independant candidates in
the 1959 General Election as hundreds of conscipts stood for election
forcing the Army to terminate their military service!
[1] It's a bit more convoluted than that, but that's the essence of it.
